I have a double rose of sharon that gets loaded with buds every year but very few of them ever open. It is planted on the south side of the house but is in shade about half of the day. It gets plenty of water but I have only used Miricle grow fertilizer on it and that seldom. It also had been pruned practically down to the roots but is now at leat 3 feet tall and very bushy.
