Saving morning glory & coneflower seeds

Newbie here!! Bare with me..LOL. I see the seeds on my morning glory vine, do I wait until they are brown before I collect them?

I also have been saving seeds (I think) from my coneflower plant. The heads are dry and the pokie parts on the cone fall off when I run my finger over them, is this the seeds, or are the seeds different than what I am seeing?

Any advice from you will be sooo welcome.
