I wouldn't get already dried seed wet. Once seed is dried moisture is not a good thing. If you are worried about germination rates, you can do two things. First, seed that is thin and bendy, or snaps easily when on your forefinger you push your thumbnail into it is not good. So they should be sturdy chips. If the seed is sturdy and was recently collected from ripe peppers, germination should be good.
If you are still unsure, you can do a second step,the paper towel and baggie germination test. If you put the seeds in a damp paper towel and put in a baggie then put in a warm spot like a the top of the fridge, the seeds should sprout up in week or two. Some peppers take a bit longer than others to sprout so you need to give them a least a couple weeks to know for sure.
