found this white goop and tiny white bugs on my plants

i noticed for a while that my hosta had this white kinda icky stuff on it and i would just hose it off.. then i looked closer and there r a few tiny white wormy looking bugs.. really small.. u can barely notice them.. then i noticed it on my St. John's Wort and my Purple Coneflower bush.. if anyone knows what this is let me know hugs cindy
