Tough spot!! Winter shade, summer sun

I have a south facing terrace in my yard, and am having some troubles getting plants to thrive. Some survive, but none ever really look great.

In the winter, when the sun is low, the area gets a good 5 hours of deep shade in the middle of the day. It is shaded by an evergreen parkway tree that is city property (cannot prune).

In the summer when the sun is high, the area is full sun, no shade at all, and gets very hot and dry.

I am in Los Angeles, have clay soil. The area gets watered about once a week. Currently have lavender there.

Any ideas for the area would be much appreciated!
