NM Cholla Cactus not Flowering in OK

I have a Cholla Cactus that came from New Mexico that will not flower. I started it 5 years ago for a cutting from a plant in New Mexico. The plant it came from was over 8 feet tall. My cutting was about 8 inches tall. It has taken to the Oklahoma claylike soil very well. It adds new growth every year. It is a little over 3 feet tall now. It is planeted on the southside of my house so it gets full sun.

I have not had any flowers on this plant. Does the plant have to get a certain hieght or age before it will bloom?
