Really wierd lasagna method question

First a little background...I use newspaper and shredded newspaper as bedding for my guinea pig. I put down about 5 sections of newspaper on the bottom of her cage and then add a deep layer of shredded newspaper on top. She drinks a LOT of water and therefore makes a lot of urine which will soak the papers through in about 3 days at which time I change her cage. She also makes a lot of little manure pellets.

Can I use this newspaper as the starting layer for a lasagna garden or will the urine be too strong and burn the plants roots? Is the manure too green at this point? I hope to use it to start building a vegetable garden. Thanks, Kim
