I don't know of a nursery that ships creosote bush in any form other than seed. I know it's only available for sale here in albuquerque in the spring and only comes in 5 gallon containers. You can try and contact these albuquerque nurseries and see if they will ship one to you when it becomes available:

Plants of the Southwest in Albuquerque has many 5 gal plants in Spring and Summer. I bet they would be willing to ship. You want it shipped in soil, not bare root, as they are hard to establish otherwise. More expensive but worth it. Plant it in sandy or loamy soil. If your soil is too clay, you will need to amend or plant in raised sandy bed.

If you want, I have lots of small plants growing at my place in Southern NM. I would be happy to send one to you in the Spring. They don't transplant all that well: the trick is to disturb the soil around the roots as little as possible when digging them up, and then carefully cut the sides of the bucket away when you put it in the sandy soil where you plan to grow it. I was looking through a seed catalog last night, and discovered that they sell creosote bush seeds. Their recommendations for germinating the seed are: "Sow in spring. Soak seed 8 hours and nick seed coat with a knife or puncture with a needle to allow water and air in. Germination is erratic." I hope this helps.
