Almost all the "aquarium" type plants will grow in both conditions. In fact, most even do better emerged. Java moss and ferns .Crypts and Amazon swords.Anything with a rigid stem. Spathiphllum,some of the Dracena and the dwarf type shefflera also do well.
As for a tree ,I'd recommend a Ficus benjamina.Pachira aquatica.or some of the swamp cypress. These all get gigantic of course, but can be controlled for long periods of time. The tops must be emerged from the water but require no media at all. One problem is that they develop very fuzzy root systems when grown this way and require extensive root pruning.
