I was wondering if it would hurt to make a tea out of cow manure and use to water my plants? Some of my plants are not looking great and my husband wants to fertilize them.

I have a tomato plant whose leaves have blackish-brown spots on them and the leaves are curled. I removed the affected leaves, hoping it would help, if not I plan to remove it from the garden. Also, bush beans and bell pepper plant leaves are yellowish-green and the bell pepper are not growing very much.

When is the best time to water plants? I was watering them in the afternoon with warmed water I collected in a barrel then, I read they should be watered in the mornings. Which is correct?
