Red Eye Tree Frog Terrarium Problem

I got my terrarium all setup and has been running for a couple of weeks now. it is a 20 galon tank. on the bottom I have 1 1/2" PVC, and egg crate resting in top of that. on top of the egg crate I have fiberglass screen, 1" of tera-lite, and then 2" of ground coco husk on top of that. in one corner I have place waterfall feature that I made out of egg crate that is covered in foam, silone, and then cocohusk. inside of the waterfall I have a small pump that sits underneath the base layer egg crate, and a hose that connects to the top of the waterfall.

my intention is to introduce 1 red eye tree frog into the terrarium, but the problem that I am having is I cannot seem to raise the temp past 71 degrees, or the humidity above 70%. I purchased a 6" x 8" under tank reptile heater but that doesn't seem to be helping at all. I have tried placing it under the tank as well as on the tank behind the background but still nothing.

I have the bottom of the tank filled with water to get the waterfall working but is this something that I souldn't be doing??

any help would be greatly appreciated, I want to make sure I have all the proper conditions before purchasing a frog.

Where the heck do you live the N. Pole?? lol Haven't been below 70 since Feb and summer is still coming lol
I keep a 150 gallon terrarium and use a submersible aquarium heater under the false bottom. Probably wouldn't work in your case?? Maybe someone with a better idea will chime in but this forum is not too lively. I have no experience keeping frogs at least on purpose they move in to my setup from wild specieslol.
Wise in getting your conditions right before getting any animal not only kinder to your wallet much kinder to the animal. gary

I have read that soil acts as good insulation, and so heat from under the tank doesn't do that much good with a lot of soil. A way to remedy this is to change the land profile by cutting out a portion to become a pond. This eliminates the soil in that area, such that heat is free to come up from below. This will also tend to increase humidity. However, I don't know whether you need higher humidity than that or not. You will likely want to leave glass off of some areas on the top of the tank, if you aren't doing so already. While this decreases humidity, you also must have some air circulation. If you have the area with screen and without glass at one end of the tank, the frog will be able to move between more humid and less humid parts of the tank to make itself most comfortable.
