Too much water in SFG

Hi all! This is my first SFG in the Cleveland area with clay soil. I built the SFG with a 12' depth of Mel's mix. We also dug up the grass and the soil underneath about 6". My question is all my tomato plants in the SFG look small compared to the ones I planted in 5 gal buckets (I bought too many plants and just put them in buckets around the garden). I am wondering if it has just been too wet and with the clay soil the drainage isn't as good in the SFG. I will admit that I have soaker hoses in the SFG and when we planted right around Memorial Day we watered with the hose a few times. I have noticed that after it rains/when we water the grass around the SFG is saturated.

Just as an FYI the soil mix is the same in the SFG and the containers.
