Did I just commit tomato-cide??

I picked up some Neem last night because several of my plants are having issues. I brought cuttings in for the nurseery to look at. I followed the directions, or at least, I think I did.
Today, i wake up to find one of my plants - previously fairly healthy looking without limpness - to be very, very limp....
Did I just kill this plant?
