If you go through the threads here, you'll definitely see some recent discussion on leaf miners, which you can read through if you choose to do so. In my opinion and experience, pinching off the leaves and disposing of them well away from the area *is* the best way to deal with the problem.

Bcday correctly identified your pest as leaf footed nymphs. The nymphs can be treated with insecticidal soap; yet it doesn't have much effect on the adults. As with the leaf miners, if you look through some of the recent threads, you'll see plenty of discussion and suggestions on stink and leaf footed bugs.

And if those nymphs are concentrated on several leaves, you could knock themoff the leaf into soapy water.
