Is this low production due to lack of water or nutrients?

Possibly. Here's the thing about melons - when the vines begin to run, they require about an inch per week of water. After fruitset, the watering demand doubles, and maturity should be reached in 5 weeks. Also, after fruitset, the next three weeks is where you get growth. You'll want to fertilize during the first week of this growth stage, then cut way back on watering during the final 2 weeks. (This is what makes them sweet)

When I hand pollinate, I get better fruit set esp this year with my Waltham BNs. Just because bees are around doesn't mean pollination. Dropping off "after fertilization" tells me the female flower didn't get male pollen. Certainly they could have abscised due to lack of water as well.
