Fertilized fruits an veggies not growing

I have a phenomenon that's happening in my sq. foot garden with my luffa, watermelon, and cantaloupe. Each plant only produced one fruit/veggie. Others were fertilized but would drop off early in their growth. I see bees all the time so I'm fairly certain that it's not a pollination problem.

Meanwhile peppers and tomatoes are quite prolific.

Is this low production due to lack of water or nutrients?
