Who's having the problem -- tomato or pepper?

It's hard to tell from your photo, but it honestly looks like runoff of some sort? Can you rub it off with your finger? Does it resemble powdery mildew at all?

Watering is tricky in containers. I have to water one of my containers every day and one every other (every other day is a huge paint bucket). I almost always check with a water meter and try to use my best judgment. If it's a hot sunny day and the plant is barely wet, I go ahead and water, or it's going to wilt in the afternoon sun. How large of a container are you using?

That looks like bird poop to me - I had some tomato plants with that issue. Does it wash off? :)

Yes it washes off, and comes off powdery in my hands. Also found a post about psyllids and scarily enough it mentioned that they are in the San Diego area, I will investigate further. I'll wash it off and see what happens...
