rermove cedar hedgerow's lower branches?

100 cedar trees are along the property line that I pruned a month ago. If I can get them to grow denser I might be able to entertain topiary ideas.

I found many secondary trunks and lower branches adding clutter so thought about going along and removing the 1st foot of branches from the ground level. Is there a rule of thumb how high up above the ground the bottom branches should be?

If I can get the trees growing denser I might easily train them as a parapet aka castle wall.
