A damp challenge...

Okay, I live in So. Cal.

I recently put a wall fountain into my front yard as you go to front door. Wall has a generally western facing.

To sides of fountain within a few feet I have some small cat palms and a bamboo palm.

My challenge is this: All around the pool at teh base of the fountain, which is a semi-circle, stays damp pretty much all the time. This is because the drop from the last pool to the bottom is a couple feet, causing a small but steady series of drips and splatters of plain water.

I'm looking for a plant to put around the base of this. It should be able to survive such a damp/lots of water environment, be at least vaguely tropicalesque, and get no higher than 6" or so. I am looking for a way to hide the transition from the pool to the normal ground. The challenge I find is something that likes damp, but also can stand full sun for about 3 hours each day.

Any ideas?
