Fungicidal Spray?

I have a HUGE Norway maple. There's obvious signs of fungus everywhere around it, as well as suspected disease in other areas of the yard.

If I pull up the old mulch there's white stuff underneath.

What do I do?

The Arborist suggested that I leave it all alone, but it looks like a few of the trees are dying. I've lost two more azaleas and I'm having a hard time keeping anything alive within, say, 100 feet of the maple.

It's my primary climate control, so until I have some other established trees, I'm not taking it down.

Any suggestions?
