Shouldn't they be budding?

Our two new winterberry hollies, planted last fall, are showing no signs of budding at all. SHouldn't they have a little something swelling on their twigs? Our viburnum, cherry tree and dogwood all do, but our butterfly bush doesn't either. Is the winterberry doomed?

All my buddleias are leafing out quite a bit now, so I would try some light pruning to check if your butterfly bush is still alive. I am in Putnam County.
