Sorry looking hollyhocks

I noticed that my hollyhocks, which had budded up nicely, were not blooming. On closer inspection, the buds seem to be turning brown, then they fall off like a hard pea. The few blooms that did open are scraggly, pathetic things. The plants look healthy in other respects. Any ideas what could be wrong?

I was snooping next door waiting for my neighbor to come out, and I noticed the same thing with their hollyhocks. They were beautiful last year, but the other day, the seeds(?) just plopped off into my hand, I barely touched them.

Poor drainage + tons of rain? Just a wild guess. I'll be interested in how others weigh in.
