Most likely your fruit fly problem is due to food sitting there with no worm or other bacteria working on it.
I would take out any food that you can recognize, add some shredded paper and wait about a week. Then you can probably bring that bin to where it is warmer and start feeding again.

I feed enough for 1 week at which time the food is basically gone except for maybe the thin skin remains of squash. Are you suggesting that I feed enough for only a 2 or 3 day period? Thanks

Well, feeding for a whole week might just be too much food sitting around, causing the fruit fly problem.
If you would like to bring the bin to a warmer climate, I would stop feeding altogether until that infestation has subsided. Then move all to a warmer situation and feed slowly.

You might also try freezing food first, then microwaving it, so the fruit fly eggs are killed before putting in the bin.

Also, bury food in the bin rather than laying it on top of the bedding so fruit flies don't have easy access. As far as I know, they aren't burrowers.
