Yes to any of it.

You can just harvest castings and put your worms into new prepared bedding and slowing feed them up and re-grow your herd though that will take a while.

You could move them to a smaller bin or just divide your bin and put your worms and new bedding in only a small portion of the bin until the population improves.

You can begin feeding again but start small as you say there aren't many worms anymore. If you want to buy and introduce another pound or two of worms you can.

It would all be fine. Hopefully this year you can keep the bin pest free enough to stay inside all winter.

Egg Capsules?

I only found a few egg cases, but there are defiantly a bunch of baby worms. I think I am going to move them to half of the bin until they catch back up and then give them the whole bin in a few weeks. I can always walk down the street to our local bait shop and get a few, but I like the idea of sticking it out with my original worms (even though I nearly committed vermicide). I think I owe it to them.

There are probably lots of egg cases in the bin. Give them time to hatch and they will repopulate the bin quickly.
