Water is important to wisteria. Water once a week deeply if it doesn't rain real good.
If it rains real good, don't water it til next week.
Don't feed wisteria. Ever. Just mulch.
When you feed it, it tells the plant to grow more vine and leaves, not flowers.
That is not the kind of thing a wisteria will grow on.
It can't wrap it self around that thick wood, by the way.
They like a thinner post. they wrap themselves.
SO, mulch around the vine, water if no rain, once a week and NO FERTILIZER.

I have several wisteria vines. the trick to getting them to bloom is pruning them in the dormant stage. most wisteria bloom on new growth. my wisteria dont get alot of water and do fine. let the new growth form and then prune it. in the fall i prune mine. heres a great site on how to prune it http://www.gardeningknowhow.com/flower/pruning-wisteria.htm since yours is so small i wouldnt prune it too hard yet. i have a white one about the size of yours and just pruned the tips off. it hasnt bloomed yet but they can take up to seven years of age to bloom.

Once planted, pruning is about the only important requirement for wisteria vine care. Since this vine is an aggressive grower, thereÂs no need for fertilizing and being drought tolerant, wisteria requires little watering.
