I'm not the expert Kelly is. But from what I've read, the chlorine will kill off some of the bacteria, but certainly not all. There should still be a lot of benefit to your tea.

You may want to conduct an experiment, using the hose attachment for some plants and using the old dilute-and-pour-from-pail method for some plants, and see if there's an appreciable difference. I'd be interested in hearing the results.

Hmm. I knew I'd seen something like this before. If it really concerns you, and you want to be sure your tap water is dechlorinated before you use it through a garden hose, you might look into something like this garden dechlorinator. No idea how well it works, but if it's a major concern for you it might be worth you looking into it.
