I think the rules are quite strict to try and protect countries from invasive species. Even researchers aren't allowed to bring in exotic stuff from abroad.

If you can afford flying and buying worms cash and carry, I know for sure that some europeans carry forbidden rotten cheese and other disgusting food hidden in their suitcases. And never get caught ;-)

Maybe regulations aren't that strict regarding cocoons? You might want to find out and go that way. Besides, it will be cheaper with shipping and the risk of dying worms. Also, worms hatched in a certain environment adept more easily to it that moved worms.
Downside: takes longer, but if that's the only way.
(I'll let you know when I'm planning my next trip to Frankfurt)

Thanks otis11! After the hell of a paperwork, I imported cocoons twice, but each time, ONLY a few hetched, and those were Eisenia fetida/andeii contaminants :((
