Hyacinth Bean - and flowers

I have 2 potted Hyacinth Bean plants sitting on my deck

very close to each other.

One has flowers and pods.

The other doesn't.

The one without the flowers doesn't have a dish underneath the pot to hold the water.

Could that be the reason it isn't flowering?
