It's Hedera helix, 'English' Ivy. Plus the Senecio wouldn't survive in NY.

skippymud - Hedera helix is not merely vigorous, spreading or even just aggressive. It is invasive, which has a specific meaning in ecology, because it has spread out into natural areas in many states and is responsible for the decline of many native species. At the link I gave there is information on the danger Ivy poses to N. American ecosystems.

You could look at Hypericum calycinum if you want a tough ground cover for a slope.
