Here are some suggestions (based on my having had similar situations in my WF)
1. Make sure the drain is not plugged.
2. Use a garden claw to gently "fluff" the contents of the lower trays, leaving some spots in which the grid floor of the tray is not covered.
3. Set up a soda bottle (narrow necked bottle) beside the bin with a half inch of water + cider vinegar in the bottom to catch some of the fruit flies.
4. Leave the cover of the bin off.
5. Add some small pieces of corrugated cardboard in the top tray. (Do not wet the cardboard.)
6. Stop adding vegetable waste for a while.
These things have been effective for me.

How about adding dry bedding to soak up moisture. Also if you cover food scraps with bedding I think the flies will go away.

Hi fellow Ontarian!!
Once you get the moisture balanced (dry shredded paper and cardboard, cover off, fluffing, all good ideas) to reduce fruit flies, freeze all your food for a few days. This kills any eggs on the fruits and veggies. Thaw in a colander to drain well, and put in a container for a day or two to "ripen". The worms will gobble it up.
When you put your food in the bin, cover with dry shredded paper. Fruit flies won't dig to find food.

Well, thank so much for your help. It tells me I am on the right track. I was inconsistent burying the food. I am trying the cardboard thing. My bin is just a small one with no drainage at the bottom. I may have been overfeeding with vegetable waste. I will keep at it and see what happens.
