Yes, it's almost impossible to kill without a strong herbicide.
Twenty years ago I moved to my current property. There's a Wisteria coming up against the house. I've cut it off every year and it's under the shade of a large Pieris so doesn't have ideal conditions. It still comes up so I'm going to get the herbicide out.

I'm curious about the reasons for cutting it all the way back. Was it taking over a tree, or climbing up the house?

Anyway, it's likely that the vine will come back better than ever.

Why it was done depends on the person you are talking with at the time.

She insist it was done on purpose because he did it while she was out for the morning and he didn't say anything to her until she noticed it was gone.

They act like a couple of kids sometimes. You wouldn't know they were in their sixties and have been married for years and years.

We had a wisteria growing on a chain link fence. It was fun to weave the branches along a neighbor's fence. The didn't mind. It was beautiful in bloom. Eventually, it pulled the fence down (we paid the neighbor to replace it). We cut it back to the ground, dug out the root ball, and gave it to a friend.
