rejuvenating old neglected Jasmines

A few old neglected jasmines (trachelospermum) need rejuvenating. They have grown up to the top the lattice fence and the ends of long stems have fallen over the lower parts which are completely bare. Is there a way to prune them so they will fill in from the ground up? If so, advice on how and when is best will be much appreciated. Thanks.
