It is probably just the cool temperature that is slowing them down. If you raised it to 65-70, I think you just might see lots more action. I would not worry about it, but you may have to ease up on putting fresh food in, as it will just sit there and cause problems.

As a first time worm composter, I've noticed my worms are multiplying but are sluggish as AbbysDad stated. I have a thermometer on top of my can of worms(COW) and it read 50 degrees today.We had a heat wave today and the temperature was near 30 degrees. I keep my worms in my cellar.
I was wondering what IS the ideal temperature for worms to eat and multiply. And should my COW be placed outside in late spring?
Any suggestions? anyone?

I have many COW's. My worms seem to do best at 60-75 degrees F. I do put my COW's outside, under cover, in shade, as soon as outside temps are agreeable.
