rocks in my soil?

18 years ago

i had a small rock garden with dill and a water feature inside a larger garden. i have decided to change the design of the gardens but the pea gravel is still around. is it okay to just till the soil with the rocks there and plant anyway? won't that allow more airflow and actually be beneficial, or should i remove all the rocks first?
