Sounds like False Japanese beetles (Japanese beetles have little white spots along their sides) or possibly Rose Chafers. I have had heavy infestations of both this year. The best way to get rid of them is to hand pick them. I walk along the garden in the morning and again in the evening doing that. It helps if you have children to recruit to do this chore. There are pesticides that will kill them, but they are heavy duty types that in most cases also kill bees and butterflies.

Forgot to say in my previous post that cheese cloth tents also work well. Stake around the plants, wrap with cheese cloth up higher than the plant, leaving the top open. The beetles generally don't get in coming from the top down. The beetles eating/mating cycle lasts about 3-4 weeks, so I'm coming to the end now. Another week and we won't see them anymore :-).
