Went out to my garden this morning and found a swarms of black bugs that are bigger then a gnat but smaller than a fly. They appear to be having a mating festival in my garden. Has anyone else experienced this?

My son lives in Eau Claire. We spent a week at a cabin and when he returned he was frantic about swarms of bugs in his house. He had opened all the windows (with screens) and the light attracted them in-he said it was awful.
