In my native woodland garden I have blue hapatica, forget me nots, virginia blue bells and native phlox, all in lovely shades of blue.

I like the blue-green foliage of blue cohosh as well.

A local historic site that is known for its gardens has a "blue & white" garden. Might I suggest something similar?It may give you more possibilities and the colors would highlight one another.

Spiderwort (Tradescantia) and in light shade some of the iris and Stokesia. Hydrophyllum if is a moist site, Aster cordifolius, some of the western Aquilegias well as those already mentioned. I do love the spring phlox!

And I agree that adding some white for contrast will make the blues show up better.

To these others. I'd add skullcap and brunnera (especially looking glass and diane's), and if you have sun a few hours a day I'd consider adding clustered bellflower and monkshood.
