Swarming wasps?

At dusk yesterday [in Northern WV], my dentist noticed that the tin roof of his 6' X 6' garden shed was completely covered with "wasps", two and three deep in some places. He has two small children and out of concern for their safety, he opted to hit them with Hot Shot. [The wasps, not his kids.]

He was prepared to run for safety, expecting a big reaction from the "wasps", but they hardly reacted at all. Only after several seconds of being sprayed did a couple of them fly off.

I've been reseaching and I couldn't find anything about wasps or hornets being in numbers that large this early in the season. [We've had a long chilly Spring and we're just now warming up.]

Any ideas about what these insects might have been and what they might have been doing?
