Not for my 1983 Kenmore or my more recent Wind Crest. But Fagor makes the guts for many brands so maybe it's not uncommon?

Seems like something to avoid.

I'm trying to cut down on appliances and things that suck electricity when they aren't "on".

I've put a call & email in to Fagor to clarify. Seems odd.

my DIVA is not warm.

I received a response from Fagor regarding this issue. It seems the issue with "warming" is meant to be - it may stay warm a while after you have finished cooking since it takes a while to cool down. They stated in the email there are no circuits that run continuously in the induction cooktop. So it shouldn't be warm when not in use/or just used.

Bosche is not warm either when it's off.

Seems to be a wording problem...
People do tend to think that the cooktop should be cold to the touch as soon as they take their pan off of it because there is no heating element. However, the glass/ceramic top retains some heat and that is why most induction units keep a symbol or something on the temperature control to warn that the cooktop element they just used is still warm (my electrolux states H )...
