Cold air return placement

We are building a new home. They have just finished dry walling. My husband and I noticed that a couple of our cold air returns were moved from the bottom of a wall to the top/ceiling. When asking the builder he stated that in a ranch they stagger them. Would this be correct or do you find this funny? What is going on? Why wouldn't the HVAC guys have put them there to begin with if this is the case?

Here they are along the bottom... where the cold air is.

May be another regional thing???

hmmm...maybe...
California here, and they seem to match where the heat registers are, in our new place. upstairs, all registers and returns are in the ceilings, leading to the attic furnace, and downstairs, they're all floor level, leading to the basement furnace below. HTHs I only requested that they make SURE that whatever filters I have to buy, they're in a size that I can get at walmart/target. We currently have a 16 x 24 x 1, and everywhere I go, they're sold as 16 x 25 x 1. That 1 inch makes a HUGE difference!!
