Design Change Question?

I'm venturing into uncharted territory on building what I hope is our first and last home and I'm really struggling with what to do next. DW and I have narrowed down the plan to the Don Gardner Thorne Bay plan...we think. It'll sit on 40 acres in Michigan. My question has probably been asked a 100 times. If we want to make some changes to the plans and make sure it's up to code for Northern L.P. Michigan, is it best to have DG make the changes or should we take it to a local Michigan architect, draftsman, or builder, which I have yet to choose? I could see the benefits of taking the plans to a local architect who knows local codes. What about a builder? Are they capable of taking the plans and moving walls, adding a 3rd stall garage, etc? Thanks.
