Tile heating system question

Yesterday the tile layer had almost completed putting the coils on the floor of the master bathroom. It is a product called Warm Tiles. This bath is new construction so a plywood floor that he is tacking the coils down on and then cover with something and then tiles/grout. As he is almost finished tacking the coils down (this isn't the product that comes in a mat) he said the coils looked larger than he usually puts down and then said this isn't the right product for this application. Now this morning the people from the tile store are coming out to look at it. I am very concerned. Is it safe to have those coils next to the plywood? What if they are really the wrong size? I can see that the tile store would not want to incur any additional costs and would want to go ahead. Are there different products for installation on a concrete floor or plywood floor? Different size units? Do you install the coils directly on the plywood? You are concerned the plywood will get too hot?
