Power outlet

It seems to be dangerous to have a power outlet at hat location.

As long as it is a GFI outlet there should be no problem. Here are some guidelines from the National Code:

"Because bathrooms are wet, they come with their own specific electrical requirements, including but not limited to the following.

    • All outlets must be GFCIs (ground-fault circuit interrupters), to protect from electrocution.
    • There must be an outlet placed within 36 inches of the edge of the sink.
    • No installation of outlets in a face-up position on the countertop.
    • Outlets must be on at least one dedicated circuit that doesn't include the lights, so that high-watt appliances won't trip the entire bathroom electrical system and leave you in the dark.
    • Outlets cannot be located above or closer than 36 inches to the bathtub."

An "outlet" can be a light fixture. Only "receptacles" are required to be GFCI protected.

    NEC

    210.11 (C)

    (3) Bathroom Branch Circuits. In addition to the number of branch circuits required by other parts of this section, at least one 20-ampere branch circuit shall be provided to supply bathroom receptacle outlet(s). Such circuits shall have no other outlets.

Exception: Where the 20-ampere circuit supplies a single bathroom, outlets for other equipment within the same bathroom shall be permitted to be supplied in accordance with 210.23(A)(1) and (A)(2). (ie light fixtures)

    NEC

    406.8

    (C) Bathtub and Shower Space. Receptacles shall not be installed within or directly over a bathtub or shower stall.

There is nothing about no closer than 36".

    And your point is Fred?

That there are a few points that are not accurate in that quote you found.

    The National Electrical Code

    • Doesn't require all "outlets" to be GFCI protected in a bathroom.
    • Does allow light fixtures on the same circuit if it only supplies one bathroom.
    • Does allow lighting and receptacle outlets to be less than 36" away from the tub.

What about her original question? Do you think the "receptacle" (outlet) is safe?

It is safe, just not convenient. I would need to know what the OP meant by "hat location" to answer the question. For all I know, op thinks it is too close to the toilet. Almost every house has a receptacle in a location similar to that under their kitchen sink.

    NEC 210.52

    (D) Bathrooms. In dwelling units, at least one receptacle outlet shall be installed in bathrooms within 900 mm (3 ft) of the outside edge of each basin. The receptacle outlet shall be located on a wall or partition that is adjacent to the basin or basin countertop, or installed on the side or face of the basin cabinet not more than 300 mm (12 in.) below the countertop.

While it doesn't really meet the newer code's intention of not being more than 12" below the countertop, I dont see a countertop. Even if an inspector decided that a receptacle was required in a more convenient spot, the one under the sink is not prohibited. It would not be required to be removed, and then there would just be two receptacles.
