Don't have a HP computer with XP on it to look at, but...
That will be a program in your add/remove programs you can uninstall if you wish.

Apparently that auto updates some program(s) on your computer and was installed by either HP or when you installed some other program.

If you remove it from add/remove .. I'm sure you can manually update whatever program installed it fairly easily whenever you want, rather than having that check probably every so often.
