need help with a microwave rice cooker

I bought a microwave rice cooker at a yard sale and it has no instructions.

It is a heavy ceramic cooker with 2 bowls. After looking online I'm finding that some sites say to add water in the bigger bowl before setting in the smaller bowl and locking the lid.

Does anyone have one like this and what do you do?
