If high heat caused bubbling, it is probably a breach in the tin. If you have a local company that retins, take it in. If not, there are several companies that work by mail. San Francisco, Colorado, and the East Coast.

I've done some more reading and I believe that it may have been a combination of heat and wine. I see no copper so I think its ok but I've located a nearby shop that does retinning so I'm going to take it to them and have them look at it. (Fante's in Phil.).

I don't mind paying to have it redone since I only paid 20$ for it :)! It's a nice pan that looks like a mauviel but has no marks so I have no idea of the maker. Has heavy iron handles on both sides (one for hanging).

That's not tin lined. Old Mauviel pans are marked "made in france" newer ones say Mauviel.
Better photos would help but it appears to be steel that has separated from itself. It's not likely you have something that can be repaired.

how did this turn out? was it lacquer?

There have also been copper pans lined in nickel and in silver. I have not seen how either of those looks when degraded, so I am not suggesting that that is the OP's situation. However, I am very curious as to the result of Fantes's examination.

No I haven't had the chance to get up there.

So I finally got up to Fantes. They said it was tinned and the pan had been overheated. If what you see in the picture was all the damage they said don't bother, however the were spots around the edges where the copper was showing through. So its being retinned. Cost was around 5.50 per sq inch plus shipping. All in all about a 100 bucks. Just a follow up tks for your help and interest
