Hi omac, I have never done either of these things, but since none of the experts have responded, I thought I would share what little I know. For the glass etching, I think Michaels sells it. On tv, they just stick a stencil on and then put the etching creme on, let it set, then wash it off. As for drilling the dishes, you can find lots of experts over on the Garden Junk forum--they drill glass blocks, tiles, and all kinds of things and they are super helpful.
