Silk flowers in Vase Pic

Can anyone tell me if these flowers are in some kind of silicone solution or water.. I have seen some of these vases with flowers and what looks like water is not it is almost like a hard gell, what do you think about these , I know the flowers are not real.

It looks like "everlasting elegance". I bought some from Micheals but havent tried it yet, still looking for bright pink daisies to use with mine.
