Here's a really easy approach, Doris.

Get a quilted placemat (one that is washable). Fold it over, wrong side out. Stitch up the two sides. Turn it right side out... tea cozy!

Or use the pattern shown at the link below, but use a quilted placemat for the material instead of all the fabric, binding, lining, etc. The pattern will give it more of a tea cozy shape.
