We have the same problem w/ our upstairs neighbors. But I don't think people really know how hard they step- it makes me crazy, so I know how you feel. Perhaps a nice note from you would help? If you're in an apartment, go to the management and ask them to compose a note for you. It usually works, but the guests forget very quickly to be quiet- especially if there's beer there. :)
