broken old tiles

I recently pulled up the carpet in my 1960s house to replace it. However, when I pulled it up, the floor is covered in two layers of white tiles, which are broken, cracked and crumbling around the edges of the room. Not knowing that they most likely have asbestos in them I simply cleaned up the room. (yikes!) Can I pour self-leveling cement over the "bad" places to bring it level and then place the new cartet tiles over? Or is there a better way to handle this situation without spending a ton of money?
